Oasis of the Group
In the Phoenix that's full of calculation and manipulation, Hotaru is of a different kind. As the proudest person of the Consortium, oh no, the Deputy of Phoebe, the Executive Director of Asia, she has a completely opposite style of doing things.
Hotaru understands all the weaknesses, conspiracy and control that Phoebe talks about, but she can't be bothered to do anything.
